LT. COLONEL DANNY BARBER
Lt. Colonel Danny Barber was appointed to the FHPA in 1980 and promoted to the Command Staff in 1993. Through his nearly 30 year career with the FHPA, he served in each leadership position in Troop L and is currently responsible for Field Operations from Troops D, E, F, K and L. in south and central Florida. He holds an Associate Degree in Business Administration and works as a District Manager Publix Supermarkets with responsibility for more than 2,000 associates. Lt. Colonel Barber serves on the Board of Directors of the Florida Highway Patrol Auxiliary Foundation. He resides in Palm Beach, Florida.

LT. COLONEL JIM LINK
Lt. Colonel Jim Link was appointed to the FHPA in 1996 and joined the Command Staff in October 2003. He is currently responsible for Field operations From Troops A, B, C, G, and H in Western and Northern Florida. Jim has served in various command positions in Troop G including: Troop applicant processor, executive officer, and Troop Major. Jim has been employed by Air Products & Chemicals, Inc. for the past 29 years. He's a senior account executive responsible for selling and negotiating long term industrial gas contracts with various industries including aerospace, metals, food, medical, entertainment, and paper mills. Jim is a former Marine Corps Sergeant and holds an AS degree in business and marketing. He's married to Janice and has two adult sons Brandon and Jason and lives in North Florida.

LT. COLONEL BRAD FEUER, M.D., J.D.
Lt. Colonel Feuer has served with the FHPA since 2003. Lt. Colonel Feuer had developed the Troop Surgeon Program and is responsible for the state-wide health and safety of the members of the FHP and FHPA. He is responsible for developing member wellness programs as well as administering the Troop L's Critical Incident Stress Management Team. A board-certified family physician, as well as an attorney-at-law, he serves as a clinical professor of family medicine at Nova Southeastern University, the Philadelphia College of Osteopathic Medicine, and the Kansas City University of Medicine and Biosciences. Also board-certified in forensic medicine and quality assurance & utilization review, he is licensed as a healthcare risk manager, a Fellow of the American College of Osteopathic Family Physicians, a Fellow of the American College of Legal Medicine, and a Fellow of the American College of Forensic Examiners.

CHIEF RALPH TORRES
Chief Ralph Torres was appointed to the FHPA in 1995. He served as Troop LT PIO, Certified Background Investigator and Troop applicant processor. Ralph is the recipient of numerous FHPA commendations, and achievement certificates to include Meritorious Service Awards, 2000 Hours Club, High LSP and Total Activity hours. He was appointed to the Command staff in 1997 and was involved in the formation of the FHPA Foundation. Ralph has a degree in Business Administration and is a retired Certified Public Accountant with a background as a corporate controller, auditor and forensic accountant. He holds several other professional designations. Chief Ralph Torres is the Chief Financial Officer and Board of Directors member of the Florida Highway Patrol Auxiliary Foundation. He is married thirty-three years to Carmen and has two adult boys, Keith and Steven.

CHIEF K. SPENCE PRICE
Chief Price joined the Florida Highway Patrol Auxiliary in 1987 in Troop E, Miami and has served in Miami; Troop G, Jacksonville; and Troop C, Tampa. He has served in various positions and is presently in charge of uniform and equipment control and purchasing. He was appointed to the Executive Staff in 2001 and serves on the FHPA Foundation. Spence graduated from Embry Riddle University in Daytona Beach in 1972 with a Bachelor’s Degree in Aviation Management. He has worked in the automobile industry since then, presently working for Southeast Toyota Distributors, assisting Toyota dealers with their body shop operations and overseeing training and development of 30 collision centers. Spence and his wife, Marcia, reside in Apollo Beach, south of Tampa.

CHIEF HERB SHEHEANE
Chief Sheheane has been joined the FHPA in 2006 serving in Troop H and Headquarters. He was promoted to Lieutenant in Troop Q in June of 2007 and Major in Troop Q in April of 2008 where he worked with both FHP and FHPA Command staff on legislative issues with the Florida Legislature. Chief Sheheane's current responsibility for the Office of Public & Legislative Affairs. He also works as a liason between the FHP and the FHPA. Chief Sheheane is a retired Vice President of AT&T's Florida Government Affairs Operations. He currently serves as President and CEO of the Sweetwater Consulting Group in Tallahassee, FL. He is also a graduate of Leadership Florida. He resides in Quincy, Florida.

MAJOR MIKE FRAHER, FHPA Training Division Coordinator
Major Mike Fraher was appointed to the FHPA in 1984 in Troop L, Broward County. During his time in Ft. Lauderdale, he has held various positions through the rank of Captain/Unit Commander and Troop Executive Officer. In 1995, he received the Auxiliary Officer of the Year award. In 2005, he moved to Tallahassee and joined the Command Staff as Major/Training Coordinator. In this position, Major Fraher is responsible for law enforcement training issues and coordination of FHPA training events. Major Fraher has a Bachelors Degree in Criminal Justice from Florida Atlantic University, and is a certified law enforcement instructor in general subjects as well as the high liability areas of firearms, driving, and first aid. Mike was recently married to his wife Marie, and they live in Havana, FL.

MAJOR RICK DEAN
Major Rick Dean joined the FHPA in 1991 in Troop G, Jacksonville, Florida and was promoted to the Command Staff in 2009. Rick has served in all of the command positions in Troop G from Sergeant to Troop Commander, being responsible for recruiting, applicant processing, background investigation, training and organizing details. Rick’s primary responsibility on the command staff is working in the financial area overseeing district reporting and compliance concerning FHPA Foundations funds. Rick has been employed by Publix Super Markets for 26 years in distribution and warehousing. During his tenure with Publix, he has worked in a variety of areas including several management positions. His responsibilities have included managing employees on several shifts, overseeing departmental budgets and managing billing and accounts receivables. Rick is currently working in the transportation field with Publix. He and his wife, Lisa, have been married for 30 years and they have two sons, Christopher and Nathan (Brandi) and one daughter, Alyssa. He resides in Nassau County in northeast Florida in the Bryceville Area.

DAVID RAYBURN, FHPA LTC, Retired (Non Sworn) Florida Highway Patrol Auxiliary
Chief Rayburn has served with the FHPA since 1987 and serves as website and database manager for www.FloridaStateTrooper.org. Graduate of Western Carolina University with BS in Marketing. US Navy veteran. Licensed Commercial Real Estate Broker specializing in shopping center and office building management.

MAJOR TONY SARHAN, Florida Highway Patrol Auxiliary, Level 1 (Non Sworn) Adjutant, Foundation Finance and Audit Division
Major Anthony Sarhan joined the Florida Highway Patrol Auxiliary, Troop E Miami in 1994. He served as Sergeant, Captain and as Troop Commander until 2009. His responsibilities as Troop Commander consisted of, finance control, background investigation, and Field Operations which included the FHPA in special details with other local, state and federal agencies. Major Sarhan's Troop E was consistently a top performing Troop for ten years in a row, and the recipient of many awards and commendations. Transferring to Troop Q Command Staff in 2009, he is an Adjutant to the CFO in the Accounting and Audit Division of the FHPA Foundation. Tony was a self employed businessman from 1978 until 1998. He is currently employed at B&R Products as a supervisor, since 2000. He enjoys Miami with longtime partner Karen and has two adult sons Ryan and Evan.
